Bradford County's Planning and Zoning office is operating without its longtime director after Randy Andrews departed his position while facing a state ethics charge alleging misuse of office. The Florida Commission on Ethics found probable cause that Andrews abused his position for personal financial benefit, and a full evidentiary hearing was scheduled to determine whether a violation actually occurred.
According to investigators, Andrews used his county email account to correspond with prospective buyers of a property he personally owned. The Ethics Commission determined that conduct amounted to using public office for a disproportionate private benefit, which is prohibited under Florida law. Andrews had served as Bradford County's Zoning Director at 945 North Temple Avenue in Starke.
The Ethics Commission's probable cause finding was reported in early February 2026. Andrews subsequently left the position, and the zoning office has been operating without a permanent director since his departure.
Outside Firm Steps In
To fill the gap left by Andrews's departure, Bradford County has expanded the role of North Florida Professional Services, a planning firm already assisting the zoning office. The firm's professional planners will continue providing support to the office while the county determines a permanent solution. No timeline for hiring a replacement zoning director has been publicly announced.
The zoning office handles land use decisions, building permits, special use applications, and development review across Bradford County, making the position an important one for both county residents and businesses navigating local regulations.
What Comes Next
The Ethics Commission evidentiary hearing will determine whether Andrews formally violated Florida's ethics statutes. Possible penalties under state law include fines and a public censure. Bradford County officials have not publicly commented on plans for the zoning director position beyond confirming that North Florida Professional Services will continue in an expanded advisory capacity.
Bradford County News will continue to follow this story as the ethics process moves forward and the county addresses the leadership vacancy in its planning office.
